Expert urges vigilance against Rochester gangs
Nationally recognized gangs like the Bloods and the Crips may not have a major presence in Rochester, but local, less organized street gangs should not be underestimated, gang expert Scott Decker said Wednesday at Rochester Institute of Technology.
A community will not succeed in limiting gang-related crime and youth gang involvement unless it recognizes its own unique gang culture, said Decker, who heads the criminology program at Arizona State University.
